These fuse clips are made to be soldered onto your PCB for your fuse to clip into. This is a better option than to solder a fuse directly onto your PCB, because it is much easier to replace the fuse if it blows when it is mounted in one of these fuse clips. This specific fuse clip is made specifically for 20x5mm fuses.
